This bill makes government surveillance orders more transparent and accountable. Right now, when law enforcement gets court approval to tap phones, monitor emails, track devices, or access someone's communications records, they can keep those orders secret indefinitely. This bill changes that by requiring that surveillance orders eventually become public and that people being surveilled eventually find out about it.

The main changes are: First, surveillance orders can no longer be sealed forever. They can only be kept secret for up to 180 days after the surveillance ends, with limited extensions allowed only if law enforcement can prove that revealing the order would endanger someone, destroy evidence, or seriously harm an investigation. After that, the orders must be unsealed automatically. Second, courts must maintain public records showing basic information about surveillance orders—like what type of order it was, what crime was being investigated, which agency requested it, and whether the order was approved or denied. This information will be searchable online so the public can see surveillance activity. Third, the bill limits how long law enforcement can keep information about surveillance secret from internet and phone companies. Fourth, anyone can ask a court to unseal a surveillance order or challenge why information was redacted from it, and if they win, the government has to pay their legal costs.
