JOINT RESOLUTION TO APPROVE, PUBLISH AND SUBMIT TO THE ELECTORS A PROPOSITION OF AMENDMENT TO THE CONSTITUTION OF THE STATE -- COMBINING THE OFFICES OF THE LIEUTENANT GOVERNOR AND SECRETARY OF STATE
