# Ocean Restoration Research and Development Act

The theory is that this process could help remove greenhouse gases from the atmosphere while also potentially boosting fish populations and supporting marine life. The bill also includes other similar techniques, like adding other nutrients or growing seaweed on a large scale. The Department of Energy would run a pilot program testing these methods over the next six years with $33 million in funding.

Here's what this means in practical terms: The government would work with universities, private companies, and other agencies to run demonstration projects in the ocean. Companies that want to participate would need to put up at least half the funding themselves, and they'd have to share their results with the government and the public. The bill specifically says these tests should happen in open ocean waters rather than near coastlines, partly to avoid triggering harmful algal blooms. Within a year, the Secretary of Energy has to report back to Congress on what they're learning, and within two years, they're supposed to hold a conference bringing together experts to discuss what's working and what isn't.

The bill also gives the Secretary of Energy broad authority to waive other legal requirements to speed up these projects, though this power is limited to constitutional challenges in court.
