The Trade Adjustment Assistance Modernization Act updates and strengthens federal programs that help workers who lose their jobs due to international trade. When companies move operations overseas, reduce production due to imports, or lose business to foreign competition, affected workers can receive financial support, job training, and other assistance to get back on their feet.

This bill makes the program more accessible and generous. It expands who qualifies for help—now including remote workers and staffed workers at contracting companies, plus workers at public agencies that lose services to foreign competition. The bill increases financial support, raising the maximum training allowance from $1,250 to $2,000 per year and adding new childcare assistance up to $2,000 per dependent annually. Workers get longer to complete training (up to 130 weeks instead of 104 weeks if they need remedial education), and those who finish training during periods of high unemployment can receive up to 26 additional weeks of income support while job hunting.

The law also improves how workers find out about these benefits. States must provide notices in workers' native languages, reach out multiple times before unemployment benefits run out, and use social media and advertising to spread the word. States must also work with unions, community organizations, and peer support workers to make sure eligible workers actually know about and access the help available to them. Training programs must focus on placing workers into jobs that pay living wages and help them advance their careers, with special attention to underserved communities.
