This bill stops the federal government from spending any money to create, study, or run a mileage tax—a system where drivers would pay taxes based on how many miles they drive instead of (or in addition to) gas taxes. The ban covers everything from researching whether such a tax would work, to actually setting it up, to enforcing it at any level of government (federal, state, or local). It also prevents funding for programs that would track how many miles people drive, which would be necessary to collect such a tax. Essentially, if this bill becomes law, the federal government cannot use taxpayer dollars to develop or support any version of a mileage-based tax system, even indirectly through grants or partnerships with states and cities.
