# Clock Hour Program Student Protection Act

This bill addresses a technical issue with how certain job training programs qualify for federal student aid. Some vocational and professional training programs measure their instruction in "clock hours" rather than traditional semester credits. The problem is that different states and federal agencies set different minimum hour requirements for the same profession—for example, one state might require 1,000 hours to become a cosmetologist while another requires 1,500 hours. This bill clarifies that training programs can still qualify for federal financial aid even if they exceed their state's minimum requirements, as long as they don't go beyond 150 percent of either the state requirement or the federal requirement, whichever is higher.

In practical terms, this protects students and schools offering these programs. Without this clarification, a training program that provides more comprehensive instruction than the bare minimum could lose its eligibility for federal student loans and grants, even though it's offering students better preparation for their careers. The bill essentially says that going above and beyond the minimum standards shouldn't disqualify a program—it just can't be excessively long. So a cosmetology school that teaches 1,500 hours in a state requiring 1,000 hours would still qualify for federal aid, but a program teaching 2,500 hours would not.

This affects students attending vocational schools, trade programs, and professional training institutions that use clock hours to measure their curriculum. It also affects the schools themselves, which depend on federal student aid to keep tuition affordable for their students.
