This bill modernizes NOAA's weather radio system to make sure Americans get critical weather alerts reliably, no matter where they live or what technology they use. Right now, NOAA Weather Radio broadcasts 24/7 to alert people about dangerous weather like tornadoes, severe storms, and flash floods. The problem is that coverage is spotty in some areas, especially rural communities without good internet or cell service, and the system uses older technology that needs updating.

The bill requires NOAA to expand and upgrade the weather radio network to reach more people, particularly in areas at high risk for dangerous weather, communities without broadband internet, and federal lands like national parks and forests. It also pushes NOAA to modernize how alerts are delivered—adding satellite broadcasts, internet-based options, and other new technologies so people can receive warnings through multiple channels. The bill emphasizes that NOAA must keep existing systems working well while adding new capabilities, especially in places that depend on radio because they lack other warning systems.

To make this happen, Congress is providing $20 million per year from 2026 through 2031 to operate the system, plus an additional $100 million in 2026 to fund the expansion and modernization work. The bill also addresses staffing by requiring NOAA to assess how many meteorologists, hydrologists, and technical staff it needs to maintain accurate forecasts and warnings, and it gives the National Weather Service flexibility to hire qualified people quickly to fill critical positions.
