The bill does create one new option: parents of adult U.S. citizens (age 21 and older) could visit temporarily for up to five years, but they couldn't work, couldn't access government benefits, and their adult children would be legally responsible for supporting them financially and providing health insurance.

The practical impact would be substantial for American families. Millions of people with relatives abroad would find it much harder or impossible to bring them to the U.S. through legal channels. Adult children wanting to sponsor aging parents, siblings wanting to sponsor each other, or extended family members would largely lose that ability. The bill would take effect about two years after it becomes law, so any petitions filed after the bill is introduced would be considered invalid, creating immediate uncertainty for families in the process of sponsoring relatives.
