Specifically, it distinguishes between "career employees" (regular civil servants who have job protections) and "noncareer employees" (political appointees chosen by the President). The bill requires the Special Counsel to track and publicly report statistics about investigations involving both types of employees, broken down by race, sex, ethnicity, national origin, and disability status.
