# Disaster Resiliency Planning Act

This bill requires the federal government to think more carefully about natural disasters when deciding where to build, maintain, or invest in government buildings and facilities. Right now, when federal agencies manage their real estate—everything from office buildings to warehouses to research facilities—they don't always factor in whether those locations are vulnerable to hurricanes, floods, earthquakes, or other natural disasters. This bill changes that by requiring agencies to assess disaster risks and use that information to make smarter decisions about their property investments.

The Office of Management and Budget, which oversees federal spending and operations, has six months to create official guidance that all federal agencies must follow. This guidance will tell agency leaders to look at natural disaster risk assessments—studies that identify which areas are most vulnerable to specific types of disasters—and use that information when deciding whether to build new facilities, renovate existing ones, or relocate operations. For example, before a federal agency decides to invest millions in upgrading a building in a flood-prone area, they'll now need to consider whether that's a wise long-term investment or if relocating would be smarter.

The bill also requires the Office of Management and Budget to report back to Congress within a year explaining what guidance they've created, and then provide another update two years later showing how well federal agencies are actually following these new rules. The guidance can be updated over time as disaster science improves or as new risks emerge. While this bill doesn't directly affect most Americans' daily lives, it could save taxpayer money by preventing the federal government from repeatedly investing in buildings that get damaged by predictable natural disasters, and it could help ensure that critical government services aren't disrupted when disasters strike.

Disaster Resiliency Planning Act This bill requires the Office of Management and Budget to establish guidance that requires federal agencies to incorporate natural disaster resilience into real property asset management and investment decisions. Specifically, the guidance must direct each agency to incorporate assessments of natural disaster risk information conducted by the agency, such as from vulnerability and other risk assessments, into real property asset management and investment decisions.
