This bill changes that by requiring the Army to keep at least half of certain types of work in-house at government-owned arsenals instead of farming it out to private companies.

This means that for every dollar the Army spends on this type of work, at least 50 cents must go to government employees or public-private partnerships (where a private company partners with a government arsenal), while no more than 50 cents can go to purely private contractors. Any money not used for private contracts must go to government workers doing the job directly. The bill also gives preference to private bidders who partner with government arsenals by adding a 20 percent penalty to the price of bids that don't include a government arsenal as a partner.

The reasoning behind this is that government-owned arsenals provide a backup capacity during national emergencies and wars, and they need steady work to stay efficient and maintain their technical skills. The bill requires the Defense Secretary to report annually to Congress about the workload at each arsenal and what investments are needed to keep them running smoothly. There's an escape hatch: the Secretary of Defense can waive this 50-50 rule if national security requires it, but only after notifying Congress 30 days in advance with an explanation.
