This bill creates a new program to help American biotechnology companies grow from lab experiments to real-world products. Right now, biotech innovators struggle to prove their ideas can work at large scale—which is what investors need to see before funding them. The bill addresses this by having the Department of Energy establish at least two special facilities called "bioindustrial technology maturation facilities" where companies and researchers can test and scale up their biotechnology processes. These facilities will work like shared laboratories where both government and private companies can use equipment and expertise to develop products made from living organisms, waste materials, and biomass. The facilities will focus on non-pharmaceutical products—things like biofuels, chemicals, and materials made from biological processes. By spreading these facilities across different regions and having them work together as a network, the bill aims to build up America's manufacturing capacity for biotech products, create jobs, and reduce dependence on foreign biotechnology. The Department of Energy gets $225.5 million over five years to plan and build these facilities, and they must prioritize open access so rural communities and smaller companies can benefit too.

To amend the Energy Policy Act of 2005 to support the development, demonstration, and commercial application of biotechnology products to increase energy resiliency, and for other purposes.
