# Coal Cleanup Taxpayer Protection Act of 2024

When coal companies mine for coal, they tear up the land and have to restore it afterward. Right now, companies can promise to pay for cleanup later, but if they go out of business or don't have enough money, taxpayers often end up footing the bill. This bill tries to make sure that doesn't happen by tightening the rules about how coal companies guarantee they'll actually pay for cleanup.

The main change is that coal companies can no longer use "self-bonds"—basically promising to pay for cleanup themselves. Instead, they have to get bonds from actual insurance or surety companies, or put up real money or valuable assets as collateral. This matters because when a company self-bonds and then goes bankrupt, there's nothing to pay for the cleanup. The bill also says companies can't use coal mines, mining equipment, or land above coal mines as collateral, since those things lose value quickly and won't help pay for cleanup. States that allow self-bonding have to change their rules within 90 days and give companies time to switch to real bonds.

The bill also creates stricter rules for insurance companies that issue bonds. The government will now limit how many coal mining bonds any single insurance company can issue in a state, require them to have more cash on hand, and make sure they get reinsured by other companies. Every three years, the government will recheck whether the collateral companies put up is still worth what they claimed it was worth. For existing bonds, companies have until their next permit renewal to switch to the new system.

Essentially, this bill shifts the financial risk away from taxpayers and onto coal companies and the insurance industry, making it much harder for cleanup costs to become a public burden when mining operations fail.
