This bill prevents federal immigration enforcement agents from conducting routine immigration enforcement operations within one mile of any 2026 FIFA World Cup match or fan festival in the United States. The Department of Homeland Security and Department of Justice cannot use federal funds for civil immigration enforcement activities in these areas, with very limited exceptions. The only situations where enforcement would still be allowed are genuine emergencies: if someone's life is in immediate danger, if there's a terrorism threat, if agents are actively chasing someone who poses an immediate public safety risk, or if evidence in a criminal case is about to be destroyed. This means that during World Cup events, immigration agents won't be conducting routine workplace raids, traffic stops for immigration violations, or other standard enforcement activities near the stadiums and fan zones. The bill essentially creates temporary safe zones around World Cup venues where people can attend matches and celebrations without fear of encountering immigration enforcement.

To provide that no Federal funds made available to the Department of Homeland Security or Department of Justice may be used to carry out any civil immigration enforcement activity within one mile of any 2026 Fédération Internationale de Football Association World Cup match or Fan Festival, and for other purposes.
