Right now, Somaliland faces legal and regulatory barriers that make it hard for money to flow in and out of the country, which affects everything from families sending money home to legitimate trade and efforts to stop money laundering and terrorism financing. The bill directs the Treasury Secretary to figure out what's blocking Somaliland's access and come back to Congress with recommendations on how to fix it. This includes suggestions for what Somaliland's government can do to meet international financial standards, what the U.S. government can do to help open doors (like using America's influence at the World Bank and International Monetary Fund), and how to make sure any financial access includes strong safeguards against illegal activities. The underlying idea is that helping Somaliland integrate into the global financial system serves U.S. security interests in the region while also supporting economic development and legitimate commerce.

To require the Secretary of the Treasury to submit to Congress a comprehensive report on barriers to Somaliland's access to the United States financial system, and for other purposes.
