This bill creates a special task force to study how artificial intelligence is being used in courtrooms across the United States. Specifically, it focuses on AI speech-to-text and automatic speech recognition technology—the systems that convert spoken words into written court records. The task force will investigate whether these technologies work accurately, protect people's privacy, and respect constitutional rights. They'll examine important questions like whether the AI correctly transcribes what people say, especially for those with accents, speech impediments, or unique speech patterns. The task force will also look at costs, security risks, and whether courts should mark AI-generated records with special labels so everyone knows a machine helped create them. The Attorney General's National Institute of Justice will set up this 15-member task force within 60 days of the bill becoming law. The group will include federal judges, court clerks, civil rights experts, and court record specialists—but specifically excludes anyone who works for or profits from AI companies, to avoid conflicts of interest. After 18 months of research, the task force must report their findings and recommendations to Congress and the judicial branch. The task force will also provide progress updates every four months so Congress can track their work.
