# Ukraine Security Supplemental Appropriations Act, 2024

This bill sets aside emergency funding to support Ukraine's defense against Russia's invasion and to help Ukrainian refugees. Congress is treating this as an urgent national security matter and allocating over $60 billion in additional spending for fiscal year 2024.

The bulk of the money—roughly $61 billion—goes to the Department of Defense to supply weapons, ammunition, and military equipment to Ukraine or to replace U.S. military supplies that have been sent there. This includes funding for missiles, ammunition for Army weapons, Navy weapons systems, Air Force equipment, and various operational costs. The bill also includes about $13.8 billion specifically for the Ukraine Security Assistance Initiative, which gives the Defense Department flexibility to provide military aid to Ukraine and to countries supporting Ukraine's defense. Additionally, the bill allocates funds to help the Defense Department monitor where these weapons end up and ensure they're being used as intended, plus money for the Inspector General to oversee how these funds are spent.

Beyond military support, the bill provides $481 million through the Department of Health and Human Services to help Ukrainian refugees who have come to the United States. This money covers housing, medical care, legal assistance, and other support services to help refugees resettle and integrate into American communities. The bill also includes smaller amounts for the Department of Energy to support nuclear nonproliferation efforts related to Ukraine and to help with medical isotope production.

Congress has designated all of this spending as an emergency requirement, which means it doesn't count against normal budget caps. The bill also requires the Defense Department to regularly report to Congress about what military equipment is being sent to Ukraine and to track whether it reaches its intended recipients, reflecting concerns about accountability for taxpayer dollars spent on foreign military aid.

The bill designates the funding as emergency spending, which is exempt from discretionary spending limits.Specifically, the bill provides appropriations to the<ul><li>Department of Defense (DOD),</li><li>Department of Energy science programs,</li><li>the National Nuclear Security Administration,</li><li>the Administration for Children and Families,</li><li>the Department of State, and</li><li>the&nbsp;U.S. Agency for International Development.</li></ul>The funding is provided for purposes such as<ul><li>supporting current U.S. military operations in the region,</li><li>the Ukraine Security Assistance Initiative,</li><li>replacing defense articles that were provided to Ukraine,</li><li>reimbursing DOD for defense services and training provided to Ukraine,</li><li>the Foreign Military Financing Program,</li><li>economic support for Ukraine,</li><li>refugee and entrant assistance,</li><li>international narcotics control and law enforcement, and</li><li>the development and production of isotopes.</li></ul>The bill also includes provisions that<ul><li>expand the authorities of the President to transfer defense articles and services from DOD to foreign countries or international organizations,</li><li>require the President to transfer long-range Army Tactical Missile Systems to Ukraine,</li><li>require the President to enter into an agreement with Ukraine regarding repaying the United States for the economic assistance it has provided to Ukraine,</li><li>require certain funds that are provided for Ukraine to be matched by other donors, and</li><li>establish various oversight and reporting requirements for assistance provided to Ukraine.</li></ul>
