This bill creates a new federal grant program to help manufactured home communities become resident-owned. Right now, when a manufactured home community owner wants to sell, residents often have little say in the matter and may face displacement or new ownership that raises costs. This bill would give federal grants to states, tribes, and local governments that pass laws requiring community owners to notify residents before selling and give them a chance to buy the community themselves.

Here's how it would work: When a manufactured home community owner gets an offer to sell, they'd have to tell residents about it at least 60 days in advance, including the price and terms. If more than half the residents want to buy it, they'd get 120 days to form a group, arrange financing, and make an offer. If their offer matches the owner's asking price and terms, the owner must sell to them. The bill also protects residents' rights to organize, meet together, and share information without fear of retaliation.

The federal government would award competitive grants to help pay for acquiring land and improving infrastructure for resident-owned communities. States and tribes that either adopt these resident-protection rules or can show they already have effective resident purchase programs would be eligible. This gives communities a financial incentive to pass laws that empower residents to take control of their own housing.
