# Understanding the Ensuring Access to Risk Management Act of 2024

This bill is about making sure farmers who grow specialty crops can actually afford crop insurance. Here's what's happening: Insurance companies that sell crop insurance to farmers get paid by the government to cover their costs of running the insurance program. The bill makes two key changes to how much money these insurance companies receive.

First, it guarantees that insurance companies selling specialty crop insurance—things like fruits, vegetables, and nuts—will get paid at least 17 percent of the insurance premiums they collect to cover their administrative costs. Right now, insurance companies sometimes get paid less than this, which can make them reluctant to offer specialty crop insurance in certain areas. By setting a minimum payment level, the bill aims to ensure that farmers growing specialty crops have access to insurance options, even in less profitable markets. The bill also makes sure that when specialty crop insurance gets this boost, it doesn't come at the expense of insurance companies reducing what they charge for covering regular crops like corn and soybeans.

Second, the bill restores something that used to happen automatically: yearly increases to insurance company reimbursements to account for inflation. Between 2011 and 2015, the government used to adjust these payments each year to keep up with rising costs, but that practice stopped. Starting in 2024, the bill brings back these inflation adjustments, capped at the annual inflation rate. This means as the cost of doing business goes up, insurance companies get slightly more to cover those increased expenses, which should help keep crop insurance available and affordable for all farmers.
