# What the Invest in Child Safety Act Does

This bill creates a new federal office dedicated to fighting child sexual exploitation and provides $5 billion over ten years to fund that effort. The Office to Enforce and Protect Against Child Sexual Exploitation would sit in the President's office and be run by a director who has experience prosecuting these crimes and managing large organizations. The director's main job is to coordinate all the different federal agencies working on this issue—from the FBI to the Department of Justice to the National Center for Missing and Exploited Children—so they're all working together instead of in separate silos.

The bill requires this new office to create a comprehensive strategy for preventing, investigating, and prosecuting child sexual exploitation, and to report to Congress every year on progress. The director must also meet with leaders from major agencies at least three times a year to make sure everyone's on the same page. Additionally, any federal agency working on child exploitation has to notify the director before making major policy changes, giving the office a coordinating role across government.

The $5 billion fund would be distributed to specific programs and agencies with concrete goals. For example, $100 million per year would go to U.S. Attorneys' offices for prosecutions, the FBI would get funding to hire at least 100 additional agents and investigators focused on child crimes, and the National Center for Missing and Exploited Children would receive $15 million annually to hire more analysts to process tips about child sexual abuse material. The bill also funds mental health services for victims, street outreach programs for homeless youth at risk of exploitation, children's advocacy centers, and training for people who work with kids to recognize signs of abuse.

The bill also modernizes the "CyberTipline," the system where technology companies report suspected child sexual abuse material. It requires companies to provide more detailed information to help identify victims and perpetrators, extends the time law enforcement has to preserve evidence from 90 to 180 days, and allows nonprofit organizations working to prevent exploitation to access technical identifiers that help track illegal material across the internet.

Invest in Child Safety Act This bill modifies the federal framework governing the prevention of online sexual exploitation of children. The bill establishes within the Executive Office of the President a new office&#8212;the Office to Enforce and Protect Against Child Sexual Exploitation&#8212;to coordinate federal efforts to prevent, investigate, prosecute, and treat victims of child exploitation. Additionally, it establishes the Child Sexual Exploitation Treatment, Support, and Prevention Fund to make grants and fund federal efforts to treat and support victims of child sexual exploitation and evidence-based programs and services to prevent child sexual exploitation. Finally, the bill makes changes to the reporting requirements for electronic communication service providers and remote computing service providers (providers) who report apparent instances of crimes involving the sexual exploitation of children. Among the changes, the bill requires providers to report facts and circumstances sufficient to identify and locate each involved individual and increases the amount of time that providers must preserve the contents of a report.
