Here's the situation: Medicare pays hospitals based partly on local wage levels—the idea being that hospitals in expensive cities have higher labor costs than rural areas. However, this system sometimes penalizes hospitals in lower-wage areas by paying them less, even though they're already operating in economically struggling regions. This bill locks in a policy that gives these struggling hospitals a boost. Specifically, if a hospital is in an area where wages fall below the 25th percentile (meaning it's in the bottom quarter of wage areas), Medicare will increase its payment rate by half the difference between what it currently gets and what hospitals in the 25th percentile area get.
