# Understanding the Uyghur Genocide Accountability and Sanctions Act of 2024

This bill strengthens U.S. efforts to punish Chinese government officials and organizations involved in what Congress describes as genocide and severe human rights abuses against Uyghurs and other ethnic minorities in China's Xinjiang region. The bill expands the types of abuses that can trigger sanctions—financial penalties and restrictions that make it harder for individuals and companies to do business internationally—and adds new tools to hold people accountable.

The bill specifically adds forced sterilization, forced abortion, forced organ harvesting, and forced separation of children from their parents to the list of abuses that can result in sanctions. It also targets companies and individuals worldwide who knowingly help Chinese entities carry out these abuses or provide them with goods and services. Additionally, the bill bans certain Chinese officials involved in forced sterilization or abortion from entering the United States, though the Secretary of State can make exceptions in rare cases involving national security or international obligations. These travel bans must be publicly announced so people know who is restricted.

Beyond sanctions, the bill directs U.S. government agencies to provide medical care, physical therapy, and mental health support to survivors of these abuses who have fled China and are living in other countries. It also authorizes funding to help preserve the cultural and linguistic heritage of oppressed ethnic groups, including through a new initiative at the Smithsonian Institution. The bill additionally requires the government to develop strategies to prevent organ harvesting and to counter Chinese propaganda about these issues. Overall, the legislation aims to increase pressure on China's government while supporting survivors and documenting what Congress views as systematic atrocities.
