# Understanding the LIP Enhancement Act of 2024

This bill expands an existing government program that helps farmers when their livestock dies unexpectedly. Right now, if a farmer loses cattle, pigs, sheep, or other animals due to things like disease, extreme weather, or accidents, the government compensates them through the Livestock Indemnity Program (LIP). This new bill adds something that wasn't covered before: unborn animals. If a pregnant cow, pig, sheep, or other livestock dies, the farmer can now get paid not just for the animal itself, but also for the unborn offspring that was lost.

The payment for unborn animals would be calculated based on the type of livestock and how many offspring they would normally produce. For example, a pregnant cow that dies would count as one unit, but a pregnant pig would count as two units since pigs typically have multiple piglets per pregnancy. Chickens and other poultry would be valued based on their average number of chicks per breeding cycle. The government would pay up to 85 percent of what they'd normally pay for the smallest weight class of that type of animal, meaning the unborn animal payment would be somewhat less than what a newborn or young animal would be worth.

This change applies to any livestock deaths from January 1, 2024 onward, so farmers who've already experienced losses during this period could potentially file claims under the new rules. For farmers who raise breeding animals, this provides additional financial protection during disasters or disease outbreaks that kill pregnant animals—situations where they lose both the animal and its future offspring. The exact payment rates would be determined by the Department of Agriculture's Farm Service Agency.

Livestock Indemnity Program Enhancement Act of 2024 or the LIP Enhancement Act of 2024This bill expands coverage under the Livestock Indemnity Program (LIP) to include unborn livestock as LIP-eligible livestock losses.The bill applies to unborn livestock death losses (i.e., losses of any livestock&nbsp;that was gestating on the date of the death of the livestock) incurred on or after January 1, 2024.LIP is a Farm Service Agency program that provides indemnity payments to eligible livestock owners and contract growers for livestock deaths in excess of normal mortality or reduced sales prices due to specified events (e.g., adverse weather, disease, or animal attack).
