This bill removes some of those barriers and allows the military to partner with national service programs (like AmeriCorps) to bring in trained volunteers and service members. It also creates a "preclearance" system so people can get background checks done ahead of time, even before a job opens up—this speeds up hiring when positions become available.

Second, the bill makes it easier for people to work in child care by allowing job-sharing arrangements. Two people can split one full-time position, each working at least 20 hours per week. This helps recruit people who can't work full-time because they're caring for their own kids, going to school, or have other commitments. The military can also offer limited benefits to child care workers—like access to the commissary, fitness centers, and tuition assistance—to help recruit and keep good staff.

Finally, the bill requires the Department of Defense to create a unified data system to track child care capacity, staffing, and waitlists across all military installations. This gives leadership a clear picture of where child care is needed most. The military must also report to Congress on child care waitlists and how child care availability affects military readiness and whether service members stay in or leave the military.
