They also argue that the trail is already well-maintained and wouldn't cost much to manage officially since volunteers have been doing the work successfully for decades. The study will examine whether giving it national scenic trail status makes sense and what that would actually involve.

This is essentially a low-stakes request for more information. It doesn't automatically make the trail a national scenic trail or commit the government to anything yet—it just asks for a feasibility study to help Congress decide whether to move forward with that designation in the future.
