# What the Reshape Alternatives to Detention Act Would Do

This bill would fundamentally change how the federal government handles immigrants who are waiting for their court cases. Right now, the government offers several programs that let immigrants live in the community while their cases proceed—things like case management services where someone helps them prepare for court, or check-in programs where they report regularly. This bill would shut down two of these programs and make the remaining ones much stricter and harder to access.

The bill would immediately end the Case Management Pilot program and the Young Adult Case Management program, which currently help immigrants—including young adults—navigate the legal system and prepare for their hearings. Any money that was budgeted for these programs would be redirected to building more immigration detention facilities instead. The bill also says the government can't create any similar programs in the future. For people currently in these programs, the bill requires the government to detain them as soon as possible.

Going forward, the bill makes it much harder for immigrants to avoid detention while waiting for their court dates. It says immigrants can only be released into the community if all available detention beds are already full. Everyone not detained would be required to wear GPS monitors throughout their entire case, including any appeals. If someone moves to a state or city with sanctuary policies—places that limit cooperation with immigration enforcement—they would immediately lose eligibility for community release and be detained. The bill also requires all immigrants in these programs to provide fingerprints and biometric data that would be shared with law enforcement databases.

The bill creates tight deadlines for immigrants in the Intensive Supervision Appearance Program (a monitoring program) to check in with immigration authorities. If someone misses the deadline, their release would be revoked and they'd be detained. If they're then ordered removed from the country, the bill requires immigration courts to expedite their case and complete the entire appeals process within just three weeks, after which they'd be removed within seven days.
