This bill gives the Food and Drug Administration (FDA) new tools and resources to do a better job overseeing the food we eat. Right now, the FDA has limited authority to understand what's actually in processed foods and how those ingredients affect our health. This bill fixes that by creating several new programs and requirements.

The bill establishes a new advisory committee of nutrition and food safety experts who will give the FDA guidance on important food issues. It also creates a grant program to fund research on critical food topics like infant formula safety, ultra-processed foods, dietary supplements, and food biotechnology. The bill sets up a special center where FDA experts can work together with drug researchers to study how nutrition and medicine work together—like how certain weight-loss medications interact with food, or how produce prescription programs can improve health.

One of the most significant changes requires food manufacturers to keep detailed records of their processed food recipes and ingredients—including secret ingredients not listed on labels—and make those records available to FDA inspectors. Manufacturers must also disclose unlabeled ingredients like certain flavors, colors, and additives to the FDA, which will then publish this information publicly. Finally, the bill requires the FDA to partner with outside organizations to share information about food packaging materials and recommend safe limits for chemicals that might end up in our food.
