This bill creates a new government council called the Interagency Council on Service that brings together leaders from major federal agencies like the Defense Department, Peace Corps, and national service programs. The council's main job is to figure out how to get more Americans interested in serving their country—whether through the military, programs like the Peace Corps and AmeriCorps, or jobs in government.

The council will work together to develop better ways to recruit people for these different types of service and share successful strategies across agencies. For example, instead of the military, Peace Corps, and national service programs each running separate recruitment campaigns, they can now coordinate their efforts and share what works. The council will also study past recruitment campaigns to see what's been effective and will prepare reports every four years recommending ways to improve recruitment and messaging.

The bill also requires that when people finish serving in national service programs, they get information about military and government job opportunities they might be interested in. Additionally, the Defense Department, Peace Corps, and national service programs can now work together on joint marketing and research efforts. The bill doesn't cost any extra money—agencies will use their existing budgets to carry out these coordination efforts. Congress will get a report within two and a half years assessing how well this new council is working.
