This bill gives the federal government new tools to investigate and fix patterns of discrimination and misconduct in police departments and other parts of the justice system. When the Department of Justice finds evidence that a police department or court system is systematically violating people's rights, they can now require broader reforms than just changing police procedures—they can also demand mental health services, community programs, and other non-police solutions to address underlying problems.

A key part of the bill requires that communities affected by police misconduct get a real seat at the table. When the government reaches agreements with police departments to fix problems, the bill says communities must have an oversight body made up of regular residents (not police or former police) who can ask questions, review documents, and make recommendations about how the police department operates. This gives communities direct power to monitor whether promised reforms actually happen.

The bill also empowers states to investigate and sue over police misconduct themselves, rather than waiting for federal action. States can receive federal grants to hire investigators and lawyers to look into patterns of discrimination, and they can use that money to fund alternatives to police—like social workers and mental health crisis teams—to reduce unnecessary police involvement in people's lives. The federal government is putting $445 million per year into this effort for the next decade, with at least $100 million going toward investigations and another $150 million available for state grants. The bill requires regular reporting so Congress can see how the money is being spent and whether these reforms are actually working.
