Importantly, foreign governments can't pay these fines for their agents; the agents themselves have to pay, which makes the punishment actually meaningful.

The bill also requires foreign agents to disclose any valuable gifts, money, or benefits their foreign employers give to U.S. politicians or government officials. This means if a foreign country's agent gives a senator a lucrative business deal, a gift, or any other financial advantage, that transaction must be reported in detail. This transparency requirement applies to transactions from the past 60 days going forward, and existing agents have 90 days to report any similar transactions that happened while they were registered. The goal is simple: shine a light on attempts by foreign interests to influence American officials through money or gifts.
