# What the Elevating Biotechnology Threats Reporting Act Actually Does

This bill requires five major U.S. intelligence agencies to write detailed reports about how they're monitoring biotechnology threats and share those reports with Congress. The agencies involved are the CIA, FBI, NSA, Defense Intelligence Agency, and the Office of the Director of National Intelligence. By June 30, 2025, each agency has to submit its own separate report explaining what they're doing to track and analyze threats related to biotechnology—which includes things like biological weapons development, dangerous pathogens, or misuse of genetic engineering technology.

The reports need to cover three main areas. First, each agency has to identify what gaps or weaknesses exist in their ability to collect and analyze information about biotech threats. In other words, they're admitting where they might be falling short. Second, they need to describe how they currently share biotechnology threat information with other government agencies, foreign governments, private companies, and universities. Third, they have to explain how they consult with outside experts—like scientists and biotech specialists—to help them understand these threats better.

For most Americans, this bill won't have a direct impact on daily life. It's essentially Congress asking intelligence agencies to take stock of their biotechnology monitoring efforts and report back on whether they're doing a good job. The practical effect is that Congress will have better information about whether the intelligence community is adequately prepared to detect and respond to biological threats, whether those threats come from foreign governments, terrorist groups, or accidents.
