# Understanding the Reducing Regulatory Barriers to Housing Act

This bill tackles one of America's biggest housing problems: there simply aren't enough homes being built, especially affordable ones. The bill identifies zoning and land-use regulations as major culprits and creates a federal effort to help states and cities reform their rules to make it easier and cheaper to build housing.

The core of the bill establishes a new role for the Department of Housing and Urban Development to provide technical assistance and research to help states and local governments modernize their zoning codes. The federal government will develop guidelines and best practices for what good zoning looks like, then offer free help to communities that want to adopt these reforms. Importantly, the bill emphasizes that the federal government won't force changes—it's offering support to communities that voluntarily ask for it. The guidelines will recommend things like eliminating parking requirements, allowing smaller lot sizes, permitting duplexes and triplexes in single-family neighborhoods, removing restrictions on accessory dwelling units (like granny flats), and streamlining approval processes so projects don't get stuck in endless reviews.

The bill also addresses how affordable housing projects get funded. Currently, when communities apply for tax credits to build affordable housing, local government opposition and lack of local funding can count against them. This bill changes that, preventing local opposition from being used as a reason to reject affordable housing projects and ensuring that local government contributions aren't weighted more heavily than other funding sources. Additionally, the bill funds a national mapping project to digitize zoning codes so researchers and policymakers can better understand what rules exist and how they affect housing production. Finally, it provides grants to local governments to develop pre-approved designs for smaller affordable housing types like duplexes and triplexes, making it faster and cheaper for developers to build these units.
