This bill creates a new program that helps community development financial institutions (CDFIs)—specialized lenders focused on serving low-income communities—finance transit-oriented development projects. Transit-oriented development means building affordable housing, businesses, and community facilities near public transportation like bus stations, train stations, and subway lines.

Here's how it works: The federal government can now provide loans to CDFIs specifically to create special accounts dedicated to funding these transit projects. The CDFI then uses that money to make loans to developers and businesses building near transit hubs, particularly projects that serve low-income people or are located in low-income neighborhoods. The loans get repaid over time, and those repayments can be used to fund additional projects, creating a revolving fund that keeps growing.

The bill modifies the existing Transportation Infrastructure Finance and Innovation Act (TIFIA) program to include this new CDFI pathway. It sets aside up to 10% of TIFIA funds for these CDFI transit projects and allows up to $100 million per project. The Treasury Department will help evaluate whether CDFIs are creditworthy, rather than requiring traditional credit ratings. CDFIs can lend up to 80% of project costs, with loans taking up to 30 years to repay. This approach aims to make it easier for low-income communities to benefit from development near public transportation.
