# What the Expanding Partnerships for Innovation and Competitiveness Act Does

This bill creates a new nonprofit organization called the Foundation for Standards and Metrology that will work alongside the National Institute of Standards and Technology (NIST), a federal agency that sets measurement standards and technical guidelines for American industries. Think of it as creating a private fundraising arm to support NIST's work in helping American companies stay competitive globally.

The Foundation will focus on speeding up how quickly new technologies get developed and brought to market. It will do this by bringing together researchers from universities, private companies, nonprofits, and government to collaborate on creating technical standards and measurement science. For example, if a new technology like quantum computing or advanced semiconductors needs industry-wide standards to work properly, this Foundation could help coordinate that work. The Foundation can also support NIST researchers through fellowships, grants, and professional development, and help commercialize discoveries that come out of federally funded research.

The Foundation will be governed by an 11-member board made up of experts from academia, industry, investment firms, and nonprofits—not government employees. The board will actively seek donations from private sources and companies to fund these activities. The government is providing $1.5 million per year for five years to get the Foundation started, but the goal is for it to become self-sustaining through private donations within five years. The Foundation must publish annual reports showing where its money comes from and how it's spent, and Congress will receive regular updates on its progress.

In practical terms, this bill aims to make American innovation faster and more competitive by creating a flexible, private organization that can move more quickly than traditional government agencies and attract private investment to support cutting-edge research and standards development.
