# Commercial Space Transportation Safety Act of 2022

When a commercial space rocket or spacecraft has an accident, someone needs to investigate what went wrong. Right now, there's confusion about who's responsible for investigating these incidents. This bill clarifies that the National Transportation Safety Board (NTSB)—the same independent agency that investigates airplane crashes—should take the lead in investigating commercial space transportation accidents.

Specifically, the NTSB will now have clear authority to investigate any commercial space accident where someone gets seriously hurt or killed, or where significant property damage occurs outside the launch site. This matters because the space industry is growing rapidly with companies like SpaceX and Blue Origin launching rockets and spacecraft regularly. If something goes wrong and people are injured or property is damaged, there needs to be a clear, independent investigation to figure out what happened and prevent future accidents. The NTSB has decades of experience investigating transportation accidents and determining root causes, so this puts that expertise to work in the space industry.

The bill also requires the NTSB to work out formal agreements with other government agencies involved in space transportation, like the Federal Aviation Administration. These agreements will spell out who investigates what and how agencies coordinate. This prevents turf wars between agencies and ensures investigations are thorough and professional. For everyday people, this means if a space launch accident happens near populated areas or affects people on the ground, there will be a clear, independent investigation rather than confusion about who's in charge. Commercial Space Transportation Safety Act of 2022 This bill requires the National Transportation Safety Board (NTSB) to investigate and establish the facts, circumstances, and cause or probable cause of a commercial space transportation accident in which there is (1) a fatality or significant injury of any individual, regardless of whether the individual was on board the commercial launch vehicle at the time of the accident; or (2) substantial damage to property that is not associated with commercial space launch activities and that is not located at the launch site. The NTSB shall seek to enter into a memorandum of understanding with any other government agency with the authority to certify a commercial space transportation operation or investigate a commercial space transportation accident. The memoranda must delineate the conditions under and manner in which (1) a commercial space transportation accident that may be investigated by the NTSB will be investigated by the other agency, and (2) the NTSB will participate in the other agency's investigation.
