The core of the bill creates a new agency called the National Counterterrorism and Counternarcotics Center, which combines terrorism and drug-fighting efforts under one roof. Currently, these are handled separately, but the bill argues that criminal organizations are so interconnected that they need to be tackled together. This center will have a director appointed by the President and confirmed by the Senate who works full-time on this job—they can't hold any other government position. The center will gather intelligence from all U.S. spy agencies, analyze it, and create plans for how different government departments should work together to disrupt drug trafficking. Think of it as creating a central command center that connects the dots between what the CIA, FBI, DEA, and military intelligence agencies learn about drug cartels and criminal networks.

The bill also creates serious new federal crimes with harsh penalties. It makes it illegal to provide material support to people involved in manufacturing or distributing illegal fentanyl and related drugs. This is a broad definition that includes everything from providing money or equipment to offering advice or transportation. A first offense carries a minimum 10-year prison sentence and fines up to $10 million for individuals, or $50 million for organizations. If you're convicted a second time, that jumps to at least 20 years in prison. A third conviction can mean life in prison. The bill also creates new crimes specifically targeting bribery of government officials—both American and foreign—who help drug traffickers. Offering or receiving bribes to enable drug trafficking can result in up to 25 years in prison and $20 million in fines.
