# Understanding the Promoting Permanency Through Kinship Families Act

When children can't safely live with their parents, the current foster care system often separates them from their extended family members—grandparents, aunts, uncles, and close family friends who could provide stable homes. This bill aims to change that by making it much easier and more practical for relatives and close family connections to become official caregivers for children in the child welfare system.

Right now, many barriers prevent kinship placements from happening. Relatives often face strict requirements, financial hardships, and complicated paperwork that make it difficult to take in children. The bill removes many of these obstacles by requiring states to actively search for and involve relatives in case planning, making it easier for relatives to become licensed caregivers, and providing financial support to kinship families. It also eliminates age limits for relatives who want to care for children, so a 70-year-old grandparent can't be rejected simply because of their age. Additionally, the bill prevents states from automatically disqualifying caregivers based on old allegations of abuse or neglect unless there's current evidence they pose a real safety threat.

The bill also makes kinship guardianship assistance programs mandatory in all states rather than optional, meaning more families can access financial help. It reduces the waiting period before relatives can receive assistance payments from six months to three months. For children already in kinship placements, the bill requires states to make real efforts to keep them there and document clear reasons if they decide to move a child away from a relative's home.

Finally, the bill expands support services available to kinship families, including emergency financial assistance, help finding missing family members, and counseling services. It also requires states to maintain their spending on kinship support at 2024 levels going forward, ensuring funding doesn't dry up. The practical effect is that more children would stay connected to their biological families while in care, and relatives taking them in would have better financial and practical support to succeed.
