# Financial Inclusion in Banking Act of 2024

Millions of Americans don't have bank accounts or don't use banks regularly. They might rely on check-cashing services, payday lenders, or keep cash at home instead. This bill creates a formal responsibility for the Consumer Financial Protection Bureau (a government agency that protects people's financial interests) to figure out why this happens and what could fix it.

Specifically, the bill establishes an Office of Community Affairs within the bureau that will research the barriers keeping people out of the banking system. This office will talk to banks, community organizations, civil rights groups, and people who work with low-income families to understand the real obstacles. Maybe it's that banks require too much money to open an account, or they're located too far away, or people don't trust them, or they've had bad experiences in the past. The office will identify these problems and work with other government agencies to develop solutions. They'll also focus on financial education—helping people understand how banking actually works.

The bill requires the bureau to report back to Congress every two years with their findings and recommendations. These reports will explain what's preventing people from having stable relationships with banks and suggest ways to remove those barriers. The goal is straightforward: help more Americans, especially those with lower incomes, access regular banking services so they're not stuck paying high fees to alternative financial services or living without the security and benefits that bank accounts provide.
