# Understanding the SOIL Act: What It Does and Who It Affects

The SOIL Act (Saving Our Interconnected Lives Act) is designed to encourage farmers and landowners to adopt farming practices that improve soil quality while also creating better habitats for wildlife. The bill does this by offering farmers higher financial incentives to implement these practices through two existing government programs that already help pay for conservation work on farms.

Right now, the government reimburses farmers for about 75 percent of the costs when they adopt conservation practices. This bill increases that reimbursement to 90 percent for specific practices that simultaneously improve soil health and create wildlife habitat. The practices covered include things like planting cover crops (plants grown to protect soil between regular crops), reducing or eliminating tilling (which can damage soil structure), planting trees and shrubs as buffers along streams, restoring wetlands, and rotating different crops through fields. Essentially, if a farmer implements practices that check two boxes—better soil and better wildlife habitat—they'll get a bigger financial boost to do it.

The bill also makes it easier for farmers to get approved for these programs by prioritizing applications that address both soil and wildlife concerns. Additionally, it creates a new category called "co-benefit activities" in the Conservation Stewardship Program, which means farmers can receive extra payments for practices that improve wildlife habitat, increase carbon storage in soil, and reduce greenhouse gas emissions all at the same time. For farmers, this means more money available to invest in land improvements that are good for their soil, their wildlife, and the environment. For the broader public, it could lead to healthier farmland, cleaner water, more wildlife, and reduced greenhouse gas emissions—though the bill would require government funding to pay for these increased incentive payments.
