To make this work, the bill includes a few practical requirements. Any employer hiring an Irish E-3 worker would need to use the E-Verify system, which is the government's electronic tool for confirming that employees are legally allowed to work in the United States. Additionally, there's a cap on how many Irish nationals can get these visas each year—the total number of E-3 visas available to both Australians and Irish citizens combined would be 10,500 per year. If fewer Australians use the program in a given year, more slots become available for Irish applicants.

For Irish workers and their families, this would mean easier access to American job opportunities. For U.S. employers, particularly in fields needing specialized skills, it would provide another source of qualified international talent without the lengthy visa processing that usually applies.
