# Clean Hands Firearm Procurement Act

This bill creates a public list of gun dealers who appear to be selling firearms that end up being used in crimes quickly after purchase. The government would track which licensed gun dealers have sold at least 25 firearms that were recovered by law enforcement within three years of being sold, and if this pattern happens in at least two out of the last three years, that dealer gets put on a "covered dealer" list. Once a year, the Attorney General would publish this list so the public can see which dealers have this problem.

The main consequence of being on this list is that federal agencies—meaning any government department or office—cannot do business with these dealers. So if the Department of Defense, FBI, or any other federal agency needs to buy firearms or equipment from a gun dealer, they cannot contract with dealers on this list. This would stay in effect for three years: the current year plus the two previous years. The only exception is if the Secretary of Defense or Secretary of Homeland Security asks the Attorney General to make an exception for national security reasons, and if that happens, Congress gets notified about it.

The practical effect is that this bill tries to discourage gun dealers from selling to people who might use guns in crimes by cutting off their federal government business. It's based on the idea that dealers selling many guns that quickly end up in crimes might not be doing enough to check who they're selling to or might be knowingly selling to people who will use guns illegally. For most regular gun owners and dealers following the law, this wouldn't affect them. For dealers with patterns of selling guns that quickly show up in crimes, they'd lose the opportunity to sell to federal agencies.
