# Tax Administration Simplification Act

This bill makes four changes to how people and businesses interact with the IRS, mostly aimed at making tax filing and payments easier and more flexible.

The first change deals with electronic filing and payments. Right now, if you send your tax documents or payments to the IRS electronically, the date that matters is when the IRS actually receives them—not when you sent them. This bill flips that around. Starting in 2025, if you send something electronically, the date you hit "send" becomes the official date, regardless of when the IRS gets around to processing it. This protects you if there are delays on the IRS's end. For example, if you send a payment on April 14th but the IRS doesn't process it until April 16th, you won't be penalized for being late.

The second change gives small business owners more time to elect S corporation status. Currently, there are strict deadlines for making this election, and missing them can create serious tax problems. This bill allows businesses to make the election up until they file their tax return (including extensions), giving them significantly more flexibility. It also lets the IRS forgive late elections if there was a good reason for missing the deadline. This is helpful for small business owners who might not realize they need to make this election or who face unexpected circumstances.

The third change adjusts the quarterly estimated tax payment schedule for individuals. If you're self-employed or have income that isn't subject to withholding, you typically make four quarterly payments throughout the year. This bill pushes back the second and third payment deadlines by one month each—from June 15 and September 15 to July 15 and October 15. This gives people a bit more breathing room to gather their financial information and make payments.
