This bill creates a new federal law that allows anyone to sue people who damage abortion clinics, harass patients or staff at reproductive health facilities, or help others do these things. Specifically, it targets three types of harmful actions: destroying or damaging property at clinics that provide reproductive services, using force or threats to intimidate or interfere with people seeking or providing these services, and helping others carry out these attacks.

If someone wins a lawsuit under this law, they can recover at least $10,000 per violation, plus get a court order stopping the defendant from doing it again, and recover their legal fees and court costs. The law is intentionally broad about who can sue—it's not just the clinic or the person harassed, but literally any person who wants to bring the case. People have four years from when the violation happens to file a lawsuit.

The bill also removes several common legal defenses. For example, someone can't argue they didn't know the law existed, didn't understand it, or believed it was unconstitutional. They also can't use the excuse that they were following an old court ruling that was later overturned, or that they relied on a court decision from a different state or jurisdiction. Essentially, the law makes it very difficult for defendants to escape liability by claiming confusion or relying on outdated legal guidance.

This legislation directly addresses a real-world problem: clinics providing abortion and other reproductive health services have faced decades of property destruction, harassment, and violence from extremists. The bill aims to give these facilities and the people who work or receive care at them a powerful legal tool to fight back financially and get court protection against ongoing threats.
