The bill also gives the President power to monitor the situation and make changes if needed. Starting three years after the law takes effect, the President must check annually whether American titanium sponge production is strong enough to meet the country's national security needs. If it is, the President can end the duty-free treatment and bring back the import taxes. Additionally, if imports from other countries surge or if domestic production drops, the President can raise import taxes to protect American manufacturers. Before making any of these decisions, the President must give businesses and other interested parties 60 days to share their views.
