The BIO-SCALE Act creates a new federal program to build at least three regional facilities across the United States that will help companies and researchers develop and test new biotechnology products. These facilities will focus on bio-based chemicals, fuels, and materials—products made through biological processes rather than traditional petroleum-based manufacturing. Think of these as shared laboratories and manufacturing spaces where startups, established companies, and universities can test their ideas at a larger scale before investing in full commercial production.

The facilities will be open to anyone—public companies, private businesses, nonprofits, and universities—without requiring them to give up their intellectual property or pay licensing fees. They'll be equipped with advanced fermentation tanks (ranging from 1,500 to over 75,000 liters), biomass processing equipment, and other cutting-edge tools. The Department of Commerce will run a competitive process to select which organizations get to build and operate these facilities, with preference given to locations near agricultural areas, in regions with existing biotech expertise, and in rural communities that need economic development. The goal is to help the United States stay competitive in biotechnology innovation while creating jobs and strengthening national security by reducing dependence on foreign biotech capabilities.
