# User Data Protection Act: What It Means for You

This bill would fundamentally change how websites, apps, and online businesses can collect and use your personal information. Right now, most digital platforms track what you do online—what you click, what you search for, what you buy—and use that information to show you targeted ads or sell it to other companies. This bill would make that illegal unless you explicitly agree to it. Companies couldn't use cookies (those little files that track you across websites), collect information about your habits and preferences, or share your data with other businesses without your permission. If you say no to tracking, the company can't punish you by blocking you from using their service.

The bill also treats your personal data as something you own, similar to property. If a company wants to collect and use your information, they'd have to tell you exactly what they're taking, what they'll do with it, and what they think it's worth in dollars. This disclosure would have to be the same format across all platforms so you can easily compare. If the company changes how they use your data or what they think it's worth, they'd have to update you. The idea is to give you real visibility into the value companies extract from your online activity.

To enforce these rules, the Federal Trade Commission would have the power to fine companies that break the law, and state attorneys general could also sue on behalf of their residents. Most importantly, you could personally sue any company that violates these rules and recover damages—with at least 90 percent of any money awarded going directly to you rather than lawyers. This creates a strong financial incentive for companies to follow the rules, since they'd face lawsuits from millions of users if they don't comply.
