This bill is about keeping smartphones and other personal mobile devices out of classrooms during the school day. The government would fund a test program where schools can buy secure containers and lockers to store students' phones while they're in school, keeping them out of sight and out of reach during instruction time. The bill recognizes that schools still need ways for staff to communicate with each other and for students to reach their parents in emergencies, so those exceptions would be built in. Schools would also make exceptions for students with disabilities who need their devices for medical reasons and for English learner students who might use translation apps.

Before rolling this out nationwide, the bill requires the federal government to study what actually happens when schools eliminate personal mobile devices during school hours. Researchers would look at whether students learn better, feel less distracted, have better mental health, behave better in class, and experience a better overall school environment. The study would take two years and would use data from schools participating in the pilot program to see if removing phones really makes a difference.

To make this happen, the bill would provide $5 million in grants over five years to school districts that want to participate. Schools would need to apply and explain how they'd involve students, parents, and teachers in the decision. Before any school district applies for the grant, they'd have to notify parents at least 30 days in advance and ask for their feedback about whether they support keeping phones out of school. This gives families a voice in whether their kids' school participates in the program.

Focus on Learning ActThis bill requires the Department of Education (ED) to take certain actions related to mobile devices in elementary and secondary schools.First, the bill directs ED, in consultation with the Department of Health and Human Services, to study and report on the use of mobile devices in elementary and secondary schools nationwide. Among other elements, this study must include the impact of mobile device use on student learning and academic achievement, student educational outcomes, and student mental health.Second, ED must establish a pilot program to award grants to local educational agencies (LEAs) to enable participating schools served by such LEAs to purchase secure containers and install lockers in order to create a school environment free of mobile devices.
