# Understanding the SEWER Act

The SEWER Act (which stands for "Surveilling Effluent Water for Epidemic Response") is about using wastewater to catch disease outbreaks early. Basically, the government wants to test what's in our sewage systems to detect when dangerous viruses and diseases are spreading through communities before people even know they're sick. By monitoring wastewater, public health officials can spot diseases like COVID-19, flu, mpox, dengue, West Nile virus, and respiratory syncytial virus circulating in a population and respond faster to protect people.

The bill gives the Centers for Disease Control and Prevention (CDC) $150 million per year for five years to expand and improve a wastewater surveillance system that already exists but needs to be bigger and better. This money would go toward testing wastewater at treatment plants across the country, analyzing the results, and sharing that information with state and local health departments so they can prepare for and respond to disease threats. Think of it like having an early warning system—if a new disease variant is starting to spread in your area, health officials would know about it through wastewater testing before hospitals get overwhelmed with patients.

The bill includes an important protection: it makes clear that wastewater utilities and treatment plants cannot be forced to participate in this surveillance program.
