The board can review whether the retaliation actually happened and order the FBI to fix it—like reinstating the employee or reversing a negative performance review. This matters because it removes the FBI from being the judge in its own case, which could make whistleblowers more willing to speak up about serious problems.

The bill also includes a time limit: if the FBI hasn't made a final decision on a retaliation complaint within 180 days (about six months), the employee can skip waiting any longer and go straight to the Merit Systems Protection Board to ask for help. This prevents cases from getting stuck in limbo indefinitely. The practical effect is that FBI employees who witness wrongdoing will have stronger legal protections and a clearer path to justice if they face retaliation, which could lead to more internal problems being reported and addressed.

Whistleblowers may also seek action directly from the board if the agency does not issue a decision within 180 days of receiving such an allegation.
