# The SUPER Demonstration Act: What It Does

This bill creates a new federal grant program designed to help communities build more affordable housing in areas where major job growth is happening. The program specifically targets regions that have seen workforce expansion from three recent federal investment laws: the American Rescue Plan (the COVID relief package), the Infrastructure Investment and Jobs Act (the infrastructure bill), and the CHIPS and Science Act (which funds semiconductor manufacturing and research). The idea is straightforward—when big employers move in or expand because of federal funding, housing prices often spike, making it hard for workers to afford to live there. This program aims to fix that problem.

The Department of Housing and Urban Development will award up to 10 grants through a competitive process to either local governments or public housing agencies. To qualify, communities must show they have a real shortage of affordable housing due to workforce growth from those federal investments. Local governments that apply must commit to removing red tape that slows down housing construction—things like outdated zoning rules, lengthy environmental reviews, and parking requirements that drive up costs. Public housing agencies must agree to streamline their own processes for building and repairing affordable housing. Winners can use the grant money to convert empty office buildings into homes, fund construction and renovation projects through partnerships with private developers, help housing developers with technical expertise, and identify good neighborhoods for new affordable housing development.

The bill dedicates $3 billion in unused COVID-era federal funds to this program, making money available immediately rather than requiring new appropriations. The government will also study how well the program works by comparing communities that participate with those that don't, looking at how quickly projects get approved and built and how many new affordable homes actually get created. This is essentially a test run to see if removing regulatory barriers and providing targeted funding can meaningfully increase affordable housing in boom towns where workers are being priced out.
